If you are talking about the United States, there are a few different types of local government. They include a strong mayor form and a weak mayor form, both of these with strong city councils. There is also a weak mayor form in which executive power is held by a city manager.
A strong mayor form of government is good because there is strong leadership in one person. It also has the benefit of being democratic. That way, you have strong leadership but the voters have direct control of the leader.
In a city manager system, you have strong leadership, but the person is not elected. This can be good (they are hired on expertise, not elected on popularity) but it is also somewhat anti-democratic.
A weak mayor system is meant to prevent a person from getting too much power. But it is also less effective at times because there is no one leader with a clear vision for what the city needs.
This is a rather broad question, since there are many forms of government. A very important discussion on forms of government is found in the ancient historian Polybius (book 6 of his Histories). His name might not immediately ring a bell, but he was widely read and influenced the discussions on government in America. He basically states that there are three types of government at root. First, there is monarch. Second, there is aristocratic rule. Third, there is rule by the people (democracy). He also states that there are base version of each as well - tyranny, oligarchy, and mob rule. He argues that the best form of government is mixed.
