In his introduction, the narrator describes the men living in the custom house as mostly men who got their positions through family connections, and will hold the position for a lifetime. Because of this, many of them are also elderly, and the narrator regards them as uninteresting and corrupt men who have nothing better to do than sit around and tell the same stories over and over.
