He calls an assembly...

1) To attempt to drive off the suitors in his (father's) house and stop them from wooing his mother, Penelope. (This doesn't work.)

2) To announce of his plans to travel to Pylos and Sparta to gather information about his father's whereabouts. (Planned by Athena.)
