This is a sentence from De Bow's Review, "The Stability of the Union," (1850). ...Does this sentence answer this question:

The sentence that you have provided does not describe the "reciprocal and interdependent relationship" between the two regions.  Instead, it simply tells us that that relationship exists.  It tells us, for example, that the two regions make things that the other needs.  But it does not tell us what those things are.  It does not specifically tell us that the South produced cotton while the North provided finished goods to the South and helped ship its cotton and insure its slaves.  That would describe the relationship, but the sentence does not do this.  Therefore, the sentence does not really answer that question.
