"Raindrops on roses and whiskers on kittens."  I think that the song might have much in terms of offering how to deal with moments where there are lulls in how a person feels.  It should be noted that the question indicates that an individual might be experiencing something that is not clinical depression.  For this, I think professional help would be the first step that needs to be taken.  Individuals have many things that can be done in such a predicament.  Perhaps, watching a favorite movie or reading a favorite book could be two such paths one could take when feeling down.  Additionally, talking to someone about what is bothering them might be another path that individuals could take in such a situation.

Music and physical activity.

I was actually diagnosed with post pardum depression after the births of both my children, and before then had never considered that I could ever be out of control of my emotions.  Generally speaking, the best cure (aside from medication) was getting out of the house and doing something physically stimulating.  Often taking the first step and actually getting out of the house was the hardest, but I'd put good music on my iPod and it would motivate me enough to start and then keep going.
