Most of the new technologies from the 1990's were centered around computers and the emerging internet. Cars became more sophisticated. Cell phones became little computers. The internet went from being a fad to being essential for fun and work.

Cell phone in 1990 were rare, and looked like a brick.  Watch a 1990 movie with a cell phone in it, they are treated as a supercool novelty and look completely ridiculous.  So the shrinking of technology was an invention during this time.  Computers, cell phones, everything with a microchip or memory got smaller and more affordable.

My first personal computer, in 1990, had 40 megabytes of harddrive space and 2 megabytes of RAM.  They now sell 32 Gigabyte flash drives, of course.

The Internet was first operational in the 1960's, (known then as "Darpanet,"  a Department of Defense project to insure that military data communication throughout the US could be routed around a nuclearly destroyed city.  This original configuration ultimately included a handful of universities, who were among the few institutions that could own and maintain the computers of the day.  With the advent of the personal computer in the 80's and the improved transmission technologies, the Internet and the graphical user interface came to maturity in the 1990's.
