There was no one single person who is associated with putting the Whig Party together.  Some of its leaders in its earliest days were Henry Clay and John Quincy Adams.

Oddly enough, the person who really did the most to create the Whig Party was Andrew Jackson.  This is odd because Jackson was not a Whig.  However, Jackson was responsible for the creation of the party because the whole point of the party was to oppose him.  Really, the only thing the Whigs had completely in common with one another was a dislike for Jackson.  Therefore, he was the person most responsible for the creation of the party.
