This is a good question. We can answer this question broadly and narrowly. If we take a broad approach, then we can say that attractive candidates (no matter what job) will have certain qualities. They should be intelligent, honest, have a good track record of getting the job done, and motivated to work hard. Competent and mature people have these qualities.
If we take a narrow approach, we can say that these candidate should have some interest in moving overseas, since, the company wants to expand in emerging economies. Strong candidates should also be culturally aware and sensitive. This can be a huge benefit, because all cultures are different. In short, what is fine in one culture can be detrimental in another.
Finally, I would say that if the candidate speaks the language of where he or she is intending to work, this may be the most important skill.
