The quote is: "It is our duty to seize every opportuinty of acquiring more territory and we should keep this one idea steadily before our eyes that more territory simply means more of the Anglo-Saxon race. More of the best, the most human, most honorable race the world possesses."

This quote is significant as a statement of why imperialism was not only an acceptable thing but was also a positive good for the world.  Rhodes is saying that people of the "Anglo-Saxon race" have the duty to conquer others because conquering them is good for humanity as a whole.  Rhodes argues that Anglo-Saxons are the best type of person in the world.  Therefore, the world benefits when they conquer other peoples and rule over them.  This is a major justification for imperialism of the sort that Rhodes and those like him practiced in Africa.
