Technology definitely plays a role, but not so great a role as ideology and social science.
By that I mean, there are definite technological tools used by the Party. The huge viewscreen, the technological aids to spying, etc., are definitely mass technology. Other elements like the tools of war (both weapons and transport) are essential for the society. However, most of the way it establishes and maintains its power is through managing the flow of information and emotion.
