What recommendation does Parris make about the condemned? What has Hale been doing with the condemned?

I believe you are talking about what happens in Act IV here.

Parris is talking to Danforth.  He is telling Danforth that the hangings are moving into dangerous territory.  The next to be hanged are going to be upstanding people like John Proctor and Rebecca Nurse.  If they hang these people, the village might rebel as has been done in nearby towns (Andover).  He recommends that they postpone the hangings.

Meanwhile, Reverend Hale has been working on trying to get the condemned to confess so that they will not have to be executed.
