Hong Kong has a young and technologically sophisticated population that is highly "technology savvy." One reason Hong Kong is of such interest is that 2007 marked the first decade after reabsorption back into mainland China, with 2014 marking the upcoming second decade. During the first decade, Hong Kong rode the technology stock bubble and fell with it. As a result of the historic times, by 2007 Hong Kong had reached 11th place in Pacific Rim technologically advanced countries and 95 percent of consumers had acquired at least one mobile phone with 80 percent owning desktop computers.

More recent statistics show that most employed people now have at least two mobile phones, one for work and one for personal use. WiFi is essentially city wide and often sponsored by the government. Even the MTR metro transit has high-power connectivity accommodating the use of devices during commutes. In 2010, between 76 and 80 percent of people had broadband connectivity at home. That percentage is expected to have risen over the last three years up to 2013. Thus the overall percentage of tech savvy people in Hong Kong is roughly between 80 and 95 percent.
