The only problem with the phrase that you suggest is the way in which it is worded. It seems to be a warning written on an assessment report (or report card) concerning L2 learning, stating that the student may not be understanding the L2 properly or entirely because of lack of exposure to context.
However, it could also mean an objective for a teacher that is to be included on a lesson plan stating that the student will be able to differentiate (experience) the L2 in more than one context.
Depending on the context of this phrase (what it has been used for, and where it has been written) it would be easier to make the final call as to what it actually means.
Keep in mind the immense importance of teaching L2 within context. If I am a Western Hemisphere teacher of English and I am invited to teach Communicative English (conversational) in an Eastern Hemisphere, or in a developing, country, it is my responsibility to use in my lessons examples and scenarios that are relevant to the student. I cannot teach American English using only examples of my American way of life because the students may not understand the entire concept of the word. Context is just as important as form when it comes to communication.
According to a 2005 study made in the University of Hue, CLT has come under fire precisely because its foundations are based on communication as its main aim. Contrastingly context-based learning as shown that, by providing a context that the student can relate to, it is easier to assigned tasks that can properly assess the level of performance that the student is capable to achieve.
Therefore, if you get a report that states that you or someone else is experiencing CLT in a different context means,
- a) in a negative note, that the student is understanding the words incorrecty and out of context because the context was not provided. OR
- b) on an informative note, that someone is about to start learning the L2 by using communicative language in a different than usual context. OR
- like the first example, an objective where you are stating that students will learn to communicate in L2 using a number of different contexts.
