People agree to follow laws, because they are afraid of what will Japan if they don't. When people take justice into their own hands, it threatens order. We agree to follow society's laws instead, and allow for a designated process of justice to take care of us.

The main thing we learn, in my opinion, is why we must allow ourselves to be governed.  When we are governed, our freedom is reduced.  We are prevented from doing things that we want to do.  We are liable to be punished if we violate rules.  All of these things are bad, so why accept them?

Rousseau gives us a way to understand this.  This is the main lesson to be learned here.
