Without significant pressure from consumers who are willing to pay significantly more for the goods that are produced or transported overseas, nothing is likely to change.  The effects of marine pollution are so difficult to trace back to a particular source that it is highly unlikely that political pressure will be enough to change corporate behavior regarding marine pollution.  Without actual economic pressure, companies and individuals will continue to do whatever is the least costly to them which often involves the disposal of dangerous chemicals and non-biodegradable waste into the ocean or other bodies of water because it appears capable of absorbing unlimited amounts.
