The most likely effect of this disparity is that there will be a big gap in skills between various parts of the African American community. We must remember that this community is not monolithic. African Americans who are middle class and up will go to decent schools and be able to get ahead in life. By contrast, African Americans who are poor and who live in poor neighborhoods will attend substandard schools. Their life chances will be harmed immeasurably. The black community will split even more than it already has between those who have access to high quality education and those who do not.
