I would say that it's first important to note the generating circumstance so that you have a good starting place for rising action. The circumstance that sets the conflict in motion is that Luke is a third child, and that is forbidden by the government. He simply cannot exist.

The rising action really begins when Luke is further confined to his house—and really to his upstairs room—because of new construction that is destroying the woods around their property.
