You must be referring to Senator Kennedy, who is in Welch on a campaign trip. Homer sees him when he is in Welch buying a suit to wear for the science fair in Indianapolis. The Senator has asked the crowd if anyone has any questions. Homer raises his hand and asks Kennedy what he is going to do about space, if he is elected president. Kennedy answers with another question: "What do YOU think we should do about space?" Homer replies that he thinks "we should go to the moon." Kennedy replies that this is a good idea. If going to the moon results in "restoring vigor" to the country, then that is just what the country needs. He then asks his "fellow Americans" to join with him and move the country forward.
