Poe was perhaps the innovator of the present short story form.  In contrast to the orderly tale of linked incidents chronologically treated such as "Rip van Winkle"--credited with being the first American short story--Poe substituted something else:  the concetrated tale of effect. Its single impression  or form was attained with great economy and directness, its action was focused upon the climactic moment, its often horrific tone was controlled from beginning to end, its improbabilities were controlled by a concretness of detail. 

To summarize, for Poe in the short story there needed to be a singleness of action, intense and continuous; a singleness of form, impression, or effect; a singleness of character.
