This is an example of Newspeak, a language created by the party that reduces English to as few words as possible to eliminate the beauty of it, making it Utilitarian, but more than that to eliminate freedom of thought, for it is through language that thought grows and freedom is exercised.  Doubleplusgood could substitute for “sublime,” but sublime has wide and nuanced connotations that the Party would not permit in what it allows in  thought. Instead, modifiers are compounded with adjectives to create words empty of imagination and specificity.
