Max has many different problems that relate to his intelligence quota and his environment.  In the book Freak the Mighty by Rodman Philbrick, Max explains in a narrative that he is not smart and refers to himself as never having a brain until he met Freak.  He also identifies his brain as vacant.  Maxwell is classified as having a learning disability in reading, but the way he presents himself in the book indicates that he has other problems as well.  His temperament as a younger child led him to kicking a lot and struggling to exhibit self-control.  He is also inhibited by his environment and the loss of his mother at the hands of his father.  In addition, he has been raised in semi-isolation with his grandparents because of their fears that he will become like his father and because he is an easy target to be mocked.  Therefore, he lacks the social skills to adapt to different situations until Freak comes along.
