Yes, developing agriculture is just as important.  There are at least two reasons for this.

First, a more developed agricultural sector would allow Africans to get healthier food without having to import as much.  As you can see here, many African countries have to import a good deal of their staples.  This would help African countries both economically and socially.

Second, better agricultural development could go hand in hand with developing industry.  Better agriculture would free people to stop having to farm.  More people would then be available to work in industries that could bolster and diversify the economies of the various countries.
