The "research problem" is to a science paper what a thesis statement is to an English paper.  It is usually stated as one of the first sentences of the entire paper and it generally defines the situation that is being written about.

Because this term is specific to science (and experimentation), typically it gives a brief overview of how the hypothesis was created in addition to defining the research area.

The overall point of the research problem is to take a scientific problem and carry it from research to case study.
