Mass culture can be something that references any of the cultural aspects of a large group of people, but it can be limited to a particular region, a particular race, a particular socio-economic group. One might be looking at the mass culture of the United States or the mass culture of Southeast Asia but the trends are not necessarily those that are common to the whole world.

Global culture is something that is common or at least observable across most of those barriers.  Those who study global culture try to look for trends and cultural phenomena that transcend most of the barriers that seem to define cultures within certain areas or within certain groups of people.
