As you say, the answer is in Chapter 10.  If you look there, you will see that Napoleon carries a whip with him as he walks around on two legs.

out came Napoleon himself, majestically upright, casting haughty glances from side to side, and with his dogs gambolling round him.

He carried a whip in his trotter.

At the end of the book, we are seeing a number of ways in which the pigs have gotten to act just about the same way that the people used to act when they were in charge of the farm.  This shows us how power has corrupted the pigs and made them exploit their fellow animals just the same way the people used to before the revolution.
