the snipers conflict is man vs. man he has to fight the other soliders and he has to choose whether or not to choose to do the right or wrong thing. in the end i guess he did the wrong thing he ended up killing his brother. he did mean to though.

the conflict would be Man vs. Man which is the Sniper vs. his brother.

In the short story "The Sniper", the conflict is external and man vs. man.  The Republican sniper vs. the enemy sniper.  The two snipers are in war and fighting against each other until one is killed.
