In the Behavioral Decision Model, a leader is responsible for explaining situations and relevant information either to an individual or to a group.

After a thorough explanation, the leader and the person or persons attempt, together, to "reconcile differences" and then arrive at a mutually satisfactory solution.

For his part, prior to the meeting of an individual or group, a leader may seek the counsel of others in order to have a firm grasp on the situation that must be negotiated and be prepared to offer a variety of solution to the parties in contention.
