Safety is another psychological need and it can come in many forms. We need the positive safety of a home or a place of our own, no matter the size or physical situation. 

We also need a freedom from harm and an assurance that we will not be subject to attack (emotional or physical) on a regular basis.

I suggest you review Maslow’s Hierarchy of Needs.  Although all humans do need love and approval, that is not really a basic need.  A basic need is food and shelter.  Humans need health and safety first and foremost.  It really does not matter if people love you if you are in danger and starving!  Here is a link to the hierarchy:
