When we follow the instructions in the link that you have provided, we find this page.  It shows us the consumer price index for the entire country of Canada (as opposed to the CPI for each province) in the time frame of 2007 to 2011.  During that time, we can see that the year in which the inflation rate was the highest was 2011.  In that year, we can see that the percent change in the CPI from the previous year was 2.9%.  This is the highest for the five years given.  The next highest was 2008 when the CPI climbed 2.3% from the previous year.
