1-The U.S. should go to war if necessary, after all other options have been exhausted.But,UN approval is required before launching the war.
2-The U.S. should go to war with the UN and allies at its side.
3-The U.S. does not need permission to launch a war.Americans have everything they need to win, other nations are either with us or against us.
The options here are not well-defined. What, for example, is the difference between #1 and #2. Is it just that #1 is a "must" and #2 is a "should?" Also, the second sentence in #3 seems gratuitous. We can think America does not need permission to launch a war without being so arrogant as to say that other nations are "either with us or against us."
I suppose that I would tend to come down around 2.5. We should have the UN and allies when possible, but neither we nor anyone else needs permission to go to war. If it weren't for the last sentence in #3 making it sound so arrogant, I'd go with 3.
