My advice to Governor Cuomo would be to veto the bill that imposes the moratorium on fracking for two more years. The moratorium has already been in place for some years now and it seems like at some point, it needs to be lifted unless fracking is shown to be dangerous.
To this point, fracking has been going on in the United States for a fairly significant amount of time. Various reports by governmental agencies, including agencies under the Bush administration, the Obama administration, and the Cuomo’s own administration have found that fracking is not likely to cause health hazards. Of course, this does not mean that fracking will be absolutely harmless. However, it does seem to mean that we cannot say, given our current abilities, that fracking will be harmful. It does not appear that there is one more test that could be done to answer the question for certain. Therefore, it seems likely that we are simply going to have to push ahead with fracking and find out what effects it actually has in practice.
Therefore, I would advise Governor Cuomo that he has considered the issue long enough and that he should veto the bill and allow fracking on at least some scale in New York state.
