The United States Council for International Business is designed to promote the interests of U. S. companies abroad, although almost inevitably the companies whose interests it most promotes are large companies with international branches. Protection of intellectual property rights, as rrteacher noted, is one of its chief current goals, partly because so much intellectual property owned by American companies is now being pirated across the globe, especially in China.
An interesting point about the USIB is raised in #3 above. The point is that the USIB is not a government agency, and therefore paradoxically might find itself opposing the nation state whose name forms a part of its title. It is a body that represents the danger of having transnational institutions such as the USIB that are dedicated to globalisation which by its nature weakens the sovereignty of nation states.
It is important to note that the USIB is not a government agency but a private institution that represents American businesses. It lobbies both the US and foreign governments for free (or favorable) trade, limited regulations, and intellectual property rights.
