I have transferred your question from the topic of "Literature" to "Essay Lab." You do not give the title of any specific book, and I am guessing that it may be a sort of general question to be applied to just about any book you might choose to review. The way to start off your review would be to give a description of the book from your personal perspective. If you just give the title and the author's name along with a brief description of the subject matter, and perhaps a sentence or two about the author, you will find that you have already written quite a few words and that you are already "started." Then you can deal with the questions about its usefulness to you. If you take the position that it is in fact useful to you in the immediate or more distant future, then you would probably want to conclude with an explanation of why you think this is so. And, of course, if you didn't think the book was especially useful to you, then you would probably feel obliged to say why.
