Stockdale says that "courage is endurance in the presence of fear."but he says he was "forced to submit under brute force". doesnt this mean that he had no courage because he yielded to fear?

I think what he is saying there is that he had to endure even though there had been times when he had been forced to submit (and not that he never submitted).

In this lesson, he also talks about having to endure when you do not feel like you are good enough; when you feel as if you have failed.  So he is saying that he actually did have courage because he managed to face this fear (the fear that he was not good enough and would submit again) and was able to generally not give in.
