The major reason why these were pivotal decades was because Americans' attitudes towards the role of government started to change during this time.  This was the Progressive Era, a time when people came to believe that government should play a much larger role in society.  For example, this was the time when the government started to make and enforce laws to make sure that companies did not produce dangerous food or drugs.  It was a time when the government started to try to prevent monopolies from abusing consumers.  These were things that the government had never done before.  In this way, these decades were pivotal because they started the move towards the more activist government that we have today.
