Use the relation `sqrt x = x^(1/2)` .

This gives:

`sqrt(16/25) = (16/25)^(1/2)`

`16 = (+-4)^2` and `25 = (+-5)^2 `

`((+-4)^2/(+-5)^2)^(1/2)`

Now use the rule `(x^a)^b = x^(a*b)`

`(+-(4/5))^((1/2)*2)`

`(+-(4/5))^1`

The simplified form of `sqrt(16/25) = +-(4/5)`
