I was interested in knowing how SOPA is similar to China? I understand that China is a lot stricter than what SOPA would be. Does China's ISP monitor their users? How is it regulated? Would SOPA do the same thing?

I think that SOPA is a slippery slope. I admit that it is very hard to find unbiased information on it. There is this CBS news site.
We do have censorship in a variety of ways in the United States, including movie and music ratings, and ratings on video games, and television and radio regulations.
I don't know all the details, but I do know that I had two Chinese students this year who are now back in China. I can't stay in touch with them via Facebook; FB is not permitted in China. I think lots of other "western" sites are blocked as well. This is one reason I was concerned about SOPA: I realizes the legitimate reasons that it was proposed, but I think there are better ways to deal with those problems than SOPA as it was originally designed.
I don't think SOPA would do anything near like what China does. China censors the content of everything down to their equivalent of Twitter. SOPA would be about file "sharing" an piracy. It might do it in a really heavy-handed way, but it would not be censoring the content of our blog posts or tweets.
