The parents of these 2 particular teens that are at the root of it will not listen to reason or do anything about this.  We just do not understand it.

My suggestion to you is to obtain tangible proof. Install some form of video recording device to catch them in the act of the terrorizing, go to the police station and fill out a trespassing grievance on the minor teenagers. You can then turn around and (depending on your county of residence) file a report against the parents of the perpetrators. In a lot of counties and some full states now to my understanding, there are laws enacted that place responsibility on the parents of kids who cause trouble. Just like when a child is truant from school and the police fine the parents - same theory. The important thing to remember is that you have to have a LOT of documentation so write a letter, certify send it to the parents and keep a copy for yourself stating your intentions of legal action if the terrorism does not cease. Put up surveillance to have evidence that it is the group of teenagers in question, and then present your case to the police. When you go in organized, calm, cool, and collected, they will be a lot more receptive to your case and will be able to handle it better than if you were to go in on a tangent about teenagers and that something had better be done. As far as the parents of the kids go, sometimes it is a lost cause and parents aren't parents like they should be. You tried to be civil, now it is time to be legal.
