The best answer of the options given here is D.

NAFTA is the acronym for the North American Free Trade Agreement.  This agreement was meant to reduce trade barriers between the US, Canada, and Mexico.  When NAFTA was being debated and enacted, many of its opponents (most famously Ross Perot) were worried that it would destroy American jobs.  The rationale was that Mexican factories would undercut the US factories because Mexican workers would work for lower pay.  This was the major worry of NAFTA opponents.

Similar worries could be had about Eastern European factories, but these worries would not have been connected to NAFTA.  That is why A cannot be the rights.
