The central idea of Franklin's argument is that the old battlefields of the Cold War have been replaced with more insidious forms of conflict.  Whereas the enemies and adversaries were clear at one point, Franklin argues that there is no "peace dividend" with the ending of the Cold War.  Rather, she suggests that some channel is needed for the war mentality that governed the economic and political structures of the nation.  This has come in the form of ensuring that technology and the war fighting mentality has been focused into the realm of business, where there is not an advancement of common good, but rather a winner take all battle for supremacy where consumers and ordinary people are left hanging in the balance.  In Franklin's mind, this is no different than when heads of state brought the world close to nuclear destruction without a concern for its citizens.  In Franklin's mind, globalization has become a term that has covertly ushered in the same face of war, with a different tune.  In this configuration, technology has become a tool of these forces to control and gear the mentality of war in continuing the process of reducing the voices of individuals in this new setting.
