Personal safety equipment is important to a worker in a shipyard because there are all sorts of potential dangers in such a workplace.  In a shipyard, a person might be carrying a heavy metal beam.  If the beam is dropped onto their foot, the foot could be crushed if it is not in a steel toed boot.  A coworker might drop a bolt or a nut from 20 feet above you.  If it falls on your head and you don't have a hardhat you could be seriously injured.  You could be grinding metal to make it smooth and a spark or a fragment might hit you in the eye if you don't have safety glasses.  All of these sorts of accidents could be extremely harmful to the worker, making safety equipment a must.
