Two important points about the Second Fugitive Slave Law are the reactions of the Northern whites and the reactions of Northern blacks. Your topic sentences might reflect these reactions.

Possible ideas for topic sentences:

Northern whites were angry that the Law forced them to assist Federal Marshals in the capture and return of alleged run-away slaves.

Northern blacks were alarmed by the Law and many escaped to Canada, whether they were peacefully settled escaped slaves of blacks born into Northern freedom.

The Second Fugitive Slave Law inspired the growth of Abolistionist Movement flamed by Northern outrage and sense of justice in the face of the Laws injustice.

Another point to add might be the uneven payment scale of $5 to $10 for hearings that dismissed a finding of a run-away slave versus those that found for an owner reclaiming a run-away slave.

Here are two main ideas that you could definitely incorporate into your outline:

1. The Second Fugitive Slave Act of 1850 resulted from the Great Compromise.  

You could discuss the importance of the Great Compromise and how it worked basically as a band-aid solution in the larger conflict between the states, attempting to appease both the north and the south.  

2. The Second Fugitive Slave Act of 1850 was favored by slave owners in the South, because the law helped them to reclaim their escaped slaves, even if the slaves successfully made it to the North.  

Spend some time discuss the particular aspects of the law that slave owners supported, particularly in the way that the slave act basically labeled slaves as 'property.'

This is going to depend to some degree on what your are trying to say in your essay or whatever it is that you are outlining.  Some things that you might want to talk about would include:

Why the fugitive slave act was needed.  You could say something like "The Fugitive Slave Act of 1850 was needed as a way to get the South to agree to the Compromise of 1850."

How people reacted to the act.  You could say something like "The Fugitive Slave Act elicited very different reactions in the North and the South."

The long-term impact of the act.  You could say something like "The Fugitive Slave Act helped to drive the North and South farther apart and, thereby, to bring on the Civil War."
