I think he is close with Benvolio, but only to an extent.
Benvolio is a cousin, thus, they should and could be friends. They seem to be close in age. Benvolio gets Romeo to talk in Act 1 about just whatever it is that is depressing him.
It turns out that he is depressed about a girl. Benvolio drags the information out of him and then he convinces Romeo to check out other girls. This was indeed great discussion, but Romeo doesn't want to take him up on this advice.
That's pretty typical though of a young lover. I would say Romeo is close with Benvolio.
We do not know exactly how old Romeo is, but it seems likely to me that he is a teenager given that Juliet is only 14 in this play. So I think that it would be unfair to say that their family is not close.
I think that when a family has a teenager, they can still be close even though the teen does not come home and tell his parents all about his life. I would be pretty surprised if a teen would tell his parents about his love life, in fact.
So I think we do not really know if his family is close. We know his parents care, but beyond that, we can't really say one way or the other.
