There was a popular argument excusing, condoning or even supporting colonialism aroung the turn of the century whenm many countries such as Ireland and India were beginning to get rebellious, wanting their own countries back. That argument went something like "...yes, well...look what we do for these people - give them jobs, build roads and schools - in fact if we left now the infrastructure would collapse and there would be a blood bath." This argument conveniently forgets that the bloodbath itself was likely to be caused by deliberate British partition and divisive actions and that the roads and schools were often not accessible to natives. often, all colonials wanted was cheap labor and native minerals. You could start with an assertive comment like that and then take each side's argument in turn.

It would be very hard for us to give you an answer about how to write an introduction when we do not know what you are trying to argue in this paper.  Your intro ought to tell the reader what your argument will be.  Since we do not know what your argument is, we do not know what your intro should be.

If I were writing an intro for a paper like this, I would probably write something like this:

For more than a century, the sun never set on the British Empire.  The British believed that they could help the people they colonized by bringing them the benefits of civilization.  In this paper, I will show that...

Then I would briefly state what I was going to show in my paper -- that it was good, bad or mixed.
