Of the options given here, the best is B.  The income tax was something that was favored by the middle class reformers of the Progressive Movement.  It was opposed mainly by the upper classes.  The reason for this was that the Progressives felt that government should be doing more things to improve society.  The way to afford this was to have an income tax.  The income tax would also weigh most heavily on the upper class, which was a class that the progressives were eager to rein in.  Therefore, the best answer is B.
