I am assuming from your syntax that you are an ELL student?  At any rate, are you having trouble understanding the text, or understanding how to complete a summary?

Here is a quick and simple way to complete a summary it is called Somebody, Wanted, But, So, Then.

For this article it would look like this:

Somebody-Mr. Defrietas

Wanted- wants to rent out his newly and expensively remodeled home.

But- Mr. Desousa lives next door and does not approve of the comings and goings of the renters.

So- Mr. Desousa has been petitioning City Hall to change the laws so that the renting will be illegal.

Then- This article only presents a problem with no solution.  Normally, a solution to the problem would go here.

The final summary would say:

Mr. Defrietas wants to rent out his newly and expensively remodeled home.  Mr. Desousa lives next door and does not approve of the comings and goings of the renters.  Mr. Desousa has been petitioning City Hall to change the laws so that the renting would be illegal.

You could also add any other ideas you think are important to understanding the article.  This is a very simple way to complete a summary, but I fear that it might not help you much if you are having difficulty understanding the text.  This strategy works well with narrative stories but might not work as well with informational pieces.  This article just happened to kind of fit.

The article is about two men who each own a house next door to one another in an affluent beach neighborhood.  One man, Defreitas, has built his dream home and to help with costs and to share it, he rents it out for vacationers.  It has five bedrooms.  The other man, DeSousa, is upse because he claims that the people next door are transient and it has caused problems for him and his family. 

DeSousa has been reporting every little problem to the police and is now going through City Hall to have  laws changed so that the property can no longer be rented out.  He has even found a council woman who has supported his efforts.  The other neighbors are split as to how they feel about the issue. 

Defreitas other neighbor says she has never had problems with the renters or her neighbor.  In addition, Defreitas says that his neighbor, DeSousa, has made his life miserable.
