Is "How The Garcia Girls Lost Their Accents" actually a novel? I've heard it several times from my professors that it is not.

The book How the Garcia Girls Lost Their Accents would not be considered a novel. It is a group of short stories compiled in such a way that the reader follow the "Girls" from one story to the next. I have read the book and it is quiet good. It give the reader a good sense of what it was like for the girls growing up.
