Civic duty is generally defined as a duty that you have because you are a citizen of a particular place. Personal duties are those that you have simply because you are a human being. The two are not always possible to differentiate because there is some overlap.
In this case, you could say that respecting others' property is a civic responsibility while keeping the environment clean is a personal responsibility. The reason for this is that you are required by law to respect the property of others and to avoid damaging or destroying it. Keeping the environment clean is not something you have to do because of the law. It is something you should do because you are a person living in the world.
