First of all, I think you need to be very clear on what your topic is. You say that you are doing your paper on legalizing drugs to control drug trafficking. If that is really the topic, then some of these things that you are talking about here don't make sense. For example, focusing on treatment rather than criminalization does not really have to do with controlling drug trafficking.
If you really are writing about controlling drug trafficking, you should research ideas that are clearly connected to that. You should research economic issues like (perhaps) what happened to bootlegging and organize crime after Prohibition ended. This might tell you something about whether legalization would reduce trafficking.
You might also look at why you would want to reduce drug trafficking. There, the emphasis probably ought to be on violence. You might want to look at how much in the way of violent crime is connected to the drug trade so you could see how much that would be reduced by legalizing drugs and having them be sold like other products.
Finally, as to how many to research, I think that you need to do two things. First, figure out how many you need to research in order to fill the amount of space you've been assigned. A 15 page paper would obviously need more than a 5 page paper. Second, decide which issues make the most sense given the topic you have chosen. Which issues are most closely connected and which do not really bear on the topic? Stay away from that second category as it will simply make your paper seem confused and unfocused.
