Before anything becomes policy, we need to be sure that it will actually be helpful and not detrimental. You don't want to make hasty decisions. The review process can get poltiical, but it is still an important part of policy implementation to avoid costly mistakes.

Of course this is true.  In these stages, governments look at policies that they have undertaken and evaluate them to see if they are working properly.  If governments do not do this, they will have no idea what policies are good and should be kept and what policies are bad and should be discarded.  If governments do not do this, their policies may well be fatally flawed and they will not be aware of the problem.
